dc.description.abstractLiteratürde ve uygulamada “Barışı Koruma Operasyonu” olarak dillendirilen operasyon gerçekte, önleyici diplomasi, çatışmaların önlenmesi, barışın korunması, barışın yeniden yapılandırılması ve pekiştirilmesi, insani yardım gibi değişik operasyonlardan meydana gelen “Barışı Destekleme Operasyonu” içinde yeralmaktadır. Barışı Destekleme Operasyonları, Birleşmiş Milletler Şartı’nda doğrudan doğruya açık bir şekilde düzenlenmemiş olmakla birlikte, 1947’de Filistin’de ateşkes ve ateşkes hatlarının izlenmesi ve denetlenmesi ile başlayan ve Birleşmiş Milletler Genel Kurulu ile Güvenlik Konseyi ve NATO Güvenlik Konseyi kararlarıyla uygulamaya konulan, uluslararası barış ve güvenliğin korunması ve uluslararası uyuşmazlıkların çözümlenmesi için gerekli görülen bir yöntem olduğu kabul edilmektedir. Barışı destekleme operasyonları ile ilgili olarak, başta Birleşmiş Milletler Güvenlik Konseyi olmak üzere, Birleşmiş Milletler Genel Kurulu, Birleşmiş Milletler Genel Sekreteri yetkili ve görevli olup, ayrıca Birleşmiş Milletler örgütü içinde oluşturulan bazı birimlere de, örneğin askeri komite gibi, görev ve yetkiler verilmektedir
dc.description.abstractThe Concept of “Peacekeeping Operation” in the literature and its operational definition embodies Preventive Diplomacy, Prevention of Conflicts, Peacekeeping, Peace building and Humanitarian Aid; which consist of various operations to define “Peace Support Operations”. This is not clearly stated in the Charter of the United Nations. The International Peacekeeping, the Protection of Security, and the Resolution of Conflicts have been accepted as necessary methods of application both by the General Assembly and the Security Council of the United Nations as well as the Security Council of NATO. The first of these operations started with the United Nations Truce Supervision in the Middle East in 1947. The delegated responsibility and the right to act were given to the General Secretary of the United Nations in relation to “Peace Support Operations” as identified by the General Assembly and the Security Council of the same organization. Similar duties were also given to some other newly founded units within the Organization of the United Nations, such as “The Military Committee”
