dc.description.abstractBu çalışmanın amacı, Türkiye’de sosyal güvenlik sisteminin ana unsurlarını tartışarak, sosyal güvenlik sistemini oluşturan temel kuruluşların finansal durumlarını ortaya koyabilmek ve bu noktadan hareketle sosyal güvenlik harcamalarının toplam kamu harcamaları içerisindeki konumuna işaret etmektir. Bu anlamda ilk aşamada sosyal güvenlik hizmetlerinin genel durumuna değindikten sonra, sosyal güvenlik sistemini oluşturan temel kuruluşların finansman yapıları gelir gider dengesi açısından değerlendirilmekte ve durum tespiti yapılmaya çalışılmaktadır. Daha sonraki aşamada, sosyal güvenlik sistemi içerisinde tartışma yaratan konuların başında gelen prim oranları ve emeklilik yaşı kısaca ele alınmaktadır. Son aşamada ise, sosyal güvenlik harcamalarının toplam kamu harcamaları içerisindeki payı itibariyle gelişimi analiz edilmeye çalışılmaktadır. Konunun güncelliği açısından, tartışılan reform önerilerinin tam anlamıyla detaylandırılması bu çalışmanın kapsamını aşmaktadır. Bu anlamda, çalışmada durum tespiti yanında temel sorunlara işaret etmek asıl amaç olmaktadır
dc.description.abstractThe aim of this study is to examine the details of expenditures of the Turkish social security system in relation with total government expenditure.However; we also discuss the financial state of the three pension schemes. First of all, I consider the performance of the existing system under present policies. Then, I evaluate the institution of social security system and its revenue and expenditure structure. In the other stage, I explain the main reasons for the unsatisfactory financial status of the three pension schemes. For instances; the large number of retirement pensioners who draw their pensions at relatively young ages. In spite of high nominal pension contribution rates, the contribution revenue is too low. Finally, this study also gives detailed information about the social security expenditures proportion of total expenditures by government
