    In our country and in the world, children are exposed to sexual abuse at an increasing rate. The penalties and sanctions for these cases vary according to the countries. Sexual abuse is defined in the Turkish Criminal Code. However, in our penal code, it is seen that special regulations are not brought for defendants, the people who are characterized as abusers are all considered as the same, and even flirtation is discussed in this context. It appears that in sexual abuse cases the primary approach is to penalise, and protective and preclusive measures for victims or defendants have been taken in the subsequent process. The aim of this study is to compare the international practices in the treatment of victims of sexual abuse and the penalties imposed on the defendants
