Özet
2007 Anayasa Değişikliği sonrası ülkedeki siyasal gündem bakımından önem arz eden bir konu olan ve sık sık tartışmaya açılan başkanlık sistemi modeli ya da yeni ismiyle cumhurbaşkanlığı hükümet sistemi, yapılan halk oylamasıyla kabul edilmiştir. Cumhurbaşkanının 09.07.2018 tarihinde göreve başlaması ile fiilen yeni hükümet sistemi uygulanmaya başlamıştır. Bu bağlamda, çalışmada cumhurbaşkanlığı hükümet sisteminin tüm yönleriyle ele alınması hedeflenmiştir. Öncelikle 'kuvvetler ayrılığı' kuramı ile ilişkili olan hükümet sistemleri konusu detaylı olarak incelenmiş ve Türk siyasi tarihinde yer alan anayasalar çerçevesinde hükümet sistemleri ele alınmıştır. 2007 sonrası yapılan anayasa değişiklikleri kapsamında yeni hükümet sistemi olarak adlandırılan Cumhurbaşkanlığı Hükümet Sistemi 66771 sayılı Anayasa değişikliği kapsamında değerlendirilmektedir.
Being of vital importance in terms of political agenda in country and frequently leading to discussion after the 2007 constitutional amendment, the presidential system model or presidential system has been unanimously adopted. When the President took office on 09.07.2018, the new government system has come into effect the new governtment system. In this context, it has been aimed to handle with all aspect of the government system of the Presidency in labor. Firstly, the issue of government systems related to seperation powers theory has been examined in detail and the government systems have been discussed within the limits of constitution in Turkish political history. Within the scope of the constitutional amendments after 2007, the Presidential government system called the new government system has been evaluated within the context of the constitutional amendment numbered 66771.
